TARRAGON ANNOUNCES UPLANDS, A NEW MASTER-PLANNED COMMUNITY IN SOUTH HILL WITH FOUR INITIAL BUILDERS SELECTED TO BUILD THE FIRST 155 HOMES
Seattle-based development company targets home sales in their first master-planned community in late 2024.
Tarragon, a Seattle-based real estate development company, announces Uplands, its first-ever master-planned community of more than 1,000 homes on 320 acres, set to begin home sales this fall. Well-known for their successful multi-family rental communities, Class A industrial and commercial projects, Tarragon envisions Uplands to be an active and socially connected community. Uplands will bring to market a diversity of home types, the first 155 of which will be built by four trusted homebuilders. The initial homes will range in size from 2,000 to 3,500 square-feet.
The intentional design of the individual homes and the community at large will be a big draw for homebuyers and will meet a need for new housing in this area, with additional smaller home plans and rental townhomes expected in future phases. Uplands will be a walkable community with nearly 25 acres of parks and recreation space, including playgrounds, pools, a state-of-the-art fitness center, and the expansive Overlook Park and The Club at Uplands with unobstructed views of Mt. Rainier.
“Uplands will set a fresh new standard for life in our South Hill location. We have been very intentional, from our community infrastructure to the home designs offered, all to create a better quality of life and social connections for people living here,” said Dennis Rattie, President of Tarragon.
Situated directly off 184th Street located in Puyallup, in the South Hill area, the community is centrally located in Pierce County. Conner Homes, with over 60 years of home-building experience in Washington state, has built over 6,000 homes. They will have 29 new homes in the initial phase at Uplands.
Lennar, founded in 1954, has built over one million new homes for families across America. They will build 44 homes in the initial phase at Uplands. Their commitment to quality, value, and integrity guides them in caring for their customers, associates, shareholders, and community.
Richmond American Homes will have 42 single-family homes available in the initial phase at Uplands, adding to their portfolio of 240,000+ homes built across the U.S. Their parent company, M.D.C. Holdings, Inc., is ranked among the top 10 builders in the nation.
The initial phase of single-family homes at Uplands will be situated on 110 acres of sloped terrain in South Hill, with an additional 173 acres under development. When completed, Uplands will be a robust community of more than 1,000 homes that seamlessly integrate into the natural environment. The community will include 86 rental townhomes, currently under development, that will feature a dedicated clubhouse with a catering kitchen, a BBQ area, a fire pit, a dog park, playground, and community garden. Residents of the townhomes will also have access to the extensive Uplands trail network. Additional rental townhomes will also be included in future phases.
Master-planned community announced for B.C. mountain plateau
Hallō Properties has announced a $500 million master-planned community on a mountain plateau in Nelson, B.C. The project will include over 300 residential units, accommodations, retail, and a golf course called The Dodger on a 130-acre site.
A collection of 24 townhomes, called The First Homes, will overlook The Dodger’s fairway with views of the Selkirk Mountains and Kootenay Lake.
“We will develop and operate Hallō Nelson with the intention of creating a legacy project that gives value to the community and surroundings. We want to reflect the authenticity and charm of this remarkable town,” Hallō Properties development principal Graham Kwan said in a statement.
Companies working on the project include Cover Architecture, Harmony Engineering, KWL Engineers, RJC Engineers, and Rocky Point Engineering.
Hallō Properties has current developments in Nelson, Revelstoke, and the Sunshine Coast of B.C.

Texas project merits asking what’s so innovative about sprawl. A “master-planned community” in Texas claims to span a 318-acre tract in Harris County, featuring over 1,000 homes and 11 acres of recreational and amenity space upon completion. However, upon further investigation, it was revealed that the development consists only of single-family detached homes. This raises questions about the true meaning of a master-planned community and its sustainability.
A masterfully planned community should be comprehensive, providing efficient housing, retail, schools, transportation, recreation, energy generation, water, and more to promote a sustainable lifestyle. Building isolated homes that rely on imported energy and require car travel does not meet these criteria. The focus should be on creating sustainable communities that meet the needs of present and future generations.

Silverwood names home builders for new Hesperia community
Developers of the Silverwood master-planned community have announced the group of builders who will construct thousands of homes in the Summit Valley area of Hesperia. The builders include Lennar, Richmond American Homes, Watt Capital Developers, and Woodside Homes. Phase 1 of the project has already broken ground and will consist of nearly 2,100 dwelling units, including homes, condos, and flats.
The builders offer a variety of single-family home floor plans, including multi-generational designs with rear yard casitas, front porches, bold exterior paint colors, xeriscaping, and solar options. The community, located north of Silverwood Lake, will be built in nine phases over the next 20 years, providing a range of housing options and amenities.
Lennar, with over one million homes built across the U.S., caters to all lifestyles and family dynamics. Richmond American Homes, part of M.D.C. Holdings, is ranked among the top 10 builders in the nation and has a long history of successful real estate ventures. Watt Capital Developers oversees a diverse portfolio of properties, while Woodside Homes, a subsidiary of Sekisui House, Ltd., operates globally and handles construction in multiple states.
The Silverwood development spans over 9,300 acres and will include commercial space, open areas, parks, paths, trails, and walkable town squares. Construction of homes in Phase I is expected to begin in 2024.
Could a proposed cement kiln slow growth for a small Grayson County town?
Dorchester, a small Grayson County city in Texas, is experiencing growth driven by surrounding roadways. The town is expecting an increase in population with the development of a nearly 700-acre master plan community called Cottonwood. However, concerns arise as a proposed cement kiln, the Black Mountain Dorchester Cement Kiln, could impact the area’s future development.
The Cottonwood project, divided into five phases, will offer about 2,100 lots, two school sites, two amenity centers, and open trail systems. The first residents are anticipated to move in around 2026. However, the potential approval of the cement kiln by the TCEQ (Texas Commission on Environmental Quality) raises worries about its environmental and health impacts on the community and future projects.
The public comment period is open until August 14 for residents to express their opinions to the TCEQ regarding the proposed kiln. The town’s mayor and Centurion American Vice President emphasize the need for attention and concern from the entire region, not just Dorchester.
